PERSONNEL MANAGEMENT AND HR MANAGEMENT
INTRODUCTION
The term personnel management dates back to 1930’s. However it is evident that the philosophy dates much further. Cannell (2004) explains that, the history of personnel management begins around the end of the 19th century, when “welfare officers” came into being. Some of the policies adopted by the “welfare secretaries” have impacted on personnel management as we know it today; such as attempting to ensure the welfare of employees at work, and aiming to achieve higher output by control of sickness and absenteeism. HRM “Human Recourse Management” however is a more recent term that originated in the USA during the mid 80’s.
Some organizations believe that there is no real difference between human resources and personnel management. The term is often used interchangeably even in job titles and descriptions. The purpose of this report is to provide an insight into the background of what personnel management is and how HRM both compares with and differs from personnel management.
MODERN PERSONNEL MANAGEMENT VS HRM
The role of the personnel department will of course differ from organisation to organisation, however in most companies the personnel department will cover a wide variety of tasks, some of these can be outlined as follows:
Implementing and Overseeing a Personnel Policy - A personnel policy is a statement or set of statements that governs the way in which the company deals/behaves with its employees on personnel matters. E.G All internal candidates will be interviewed
Setting Personnel Strategies - Personnel strategies will normally arise from discussions with senior     managers of the organisation and will be intended to facilitate the overall corporate objectives.    ...
